BIBA appoints head of policy and public affairs from Phoenix

The British Insurance Brokers’ Association (BIBA) has appointed Shayne Halfpenny-Ray as head of policy and public affairs.

Halfpenny-Ray (pictured) joins from Phoenix Group where he was social affairs manager from 14 November taking responsibility for key elements of BIBA’s policy, representation and lobbying work that was previously led by BIBA’s CEO, Graeme Trudgill.

At Phoenix Group Halfpenny-Ray led on strategic engagement on social policy issues and collaborated with key government departments such as the Department for Work and Pensions and the Department for Business and Trade.

He was previously public affairs manager at the Chartered Insurance Institute where he provided the secretariat services for the Insurance and Financial Services APPG and sat on both the Access to Insurance Steering Group and BIBA’s Access to Insurance Committee.

Trudgill said: “Shayne has all the right experience and knowledge that we need to further bolster our team.

“I am committed to providing the best operational support and representation for members and I look forward to Shayne joining next month and playing a key role in championing the big issues for brokers.”

Halfpenny-Ray added: “I am delighted to be joining BIBA, a well renowned association, at such a crucial time for brokers.

“I am a passionate advocate for access to valuable advice and guidance and I believe the support brokers provide is intrinsic to a well-functioning market for all types of customers. I look forward to meeting with and championing the voices of our diverse membership”.
